Fluoroscopy Education and Training Policy

Policy:  Every individual who operates or directs operation of fluoroscopy equipment on humans for routine clinical or research purposes within HFHS-POG must complete radiation safety training on the safe use of fluoroscopy equipment and provide documentation of this training, as described below, to the Radiation Safety Office.

The verification of fluoroscopy safety training shall be done by the Radiation Safety Office (RSO) and reported to the Radiation Safety Committee (RSC).  A completed copy of the Documentation of Fluoroscopy Training and Education Form, or its equivalent, must be submitted to the RSO to document successful completion of one, or more, of the following options:

1.      Physician certification or completion of fellowship training through either American Board of Radiology or Radiology technician certification through the American Registry of Radiologic Technologists (ARRT).

2.      Certification or completion of fellowship training through a physician or technical certifying board that requires demonstration of competency in the safe use of fluoroscopy systems.  Application for approval of a certifying board may be made to the RSC.  The scope of the fluoroscopy safety training must be adequately described to allow appropriate evaluation.  Temporary approval of such alternate certification may be granted by the RSO.

3.      Completion of fluoroscopy safety training at either HFHS or another institution.  If the training was obtained at another institution, the individual must provide documentation of the training, clearly describing the nature and duration of the training so that this training can be verified.

All applicants who satisfactorily document completion of one or more of the options listed above are granted Radiation Safety Certification in Fluoroscopy.  There is no provision for  “grand-fathering” current users who are not able to demonstrate adequate fluoroscopy training.  All current users must satisfy this education requirement within one year of the effective date of this policy to continue to utilize fluoroscopy equipment.

Fluoroscopy Training Requirements:  The required content for fluoroscopy safety training will be developed based on the needs of each department.  The actual duration and format of the training will be departmental and provider-specific.  Thus, the actual educational format for the training will be tailored appropriately by the RSC and RSO in collaboration with the respective department leadership.

Training Scheduling:  In order to ensure all personnel are trained prior to their using fluoroscopy equipment, the RSO must be notified 14 days in advance of a person being assigned to independently operate a fluoroscopy unit.  All efforts will be made by the RSC and RSO to offer training prior to the first day in which an individual is required to utilize fluoroscopy equipment.  Personnel not yet authorized in the safe use of fluoroscopy equipment may assist in the use of this equipment prior to authorization by the RSC but only under the direct supervision of an individual who has received Radiation Safety Certification in Fluoroscopy.  Direct supervision may only last for six months until training must be documented for any user.

Implementation Date:  This Policy will be implemented on March 20, 2001.
